§ Mr. HeathThe hon. Gentleman is no doubt referring to Recommendation 366 of the Assembly of the Council of Europe, which is still under discussion by the Committee of Ministers' Deputies at Strasbourg and has not yet been officially communicated to member Governments.
Her Majesty's Government have noted the Recommendation with interest, but the proposals will require detailed study before financial support can be considered.
