§ Mr. HeathWe have invited 15 countries concerned with fishing in the North-East Atlantic area to attend the conference: the members of the European Free Trade Association, the members of the European Economic Community, and Iceland, the Irish Republic and Spain. We are at present engaged in preliminary consultations about the issues to be discussed at the conference and we do not expect to receive firm replies to our invitation from all the Governments invited until these consultations have been completed.
