Whether the association of the figure of twenty nuclear delivery vehicles with the Soviet proposal for a minimum transitional deterrent in recent Government statements, reflects suggestions made by the Soviet Union to Western Governments or is a Western suggestion.

The reference to twenty nuclear delivery vehicles which was made by my right honourable friend the Secretary of State for War in another place on July 2, represents a figure taken at random for the sake of an example. The Soviet Delegation at Geneva, in spite of prolonged and pressing enquiry by the Western Delegations during the last session, has not given any indications of the numbers of nuclear delivery vehicles which they have in mind to be retained under the Gromyko proposal.
