§ Mr. N. MacphersonOur present system is already designed to hold a balance between basic benefits paid as of right under National Insurance and provision in case of need by way of National Assistance, while encouraging the growth of private provision. The Government keep under review the whole question of the way in which financial provision for old age should be developed.
