§ Sir K. JosephBecause of the holiday period, I have already allowed a longer time on the Tyneside proposals than for any previous proposals by the Local Government Commission for England. Even so, the local authorities need do no more, by the end of October than inform me of their intention to object, indicating the main heads of their objections.
