asked the Minister of Transport why he is encouraging the use of street parking space in London for short-term parking.

Mr. Marples

The space in which parking can be allowed without interfering unreasonably with the primary purposes for which the highway exists is limited. In London, the demand for it is enormous. It is better—and in the general interest—for several people to use a parking bay in the course of their business during a day than for one person to occupy it all day. The availability of convenient short-term parking space is a positive aid to commercial life and a benefit to the community as a whole.
