asked the Prime Minister, in view of the widespread demand that individuals should be allowed to contract out of State education, health and pensions schemes, if he will make a study of the means by which such a policy could be implemented.

Individual freedom of choice in these matters is important. But these national services must remain soundly-based, and this means that those who are more fortunately placed should bear their share of the national provision.
