asked the Minister of Transport if he will take steps to ensure that parking bays are reserved for severely disabled drivers who are granted exemption by local authorities from parking meter charges and time limits.

I have great sympathy for the disabled. I know that at present some of them cannot find empty bays in which to leave their cars, even though the local authority has given exemption. One of the objectives of the proposals I have recently announced is to ensure that there will be adequate space available for parking at all times. This will give the disabled driver, like other motorists, a better chance of finding a convenient space. Where there is difficulty, I am sure the police will do all they reasonably can to help. To reserve spaces specially would be somewhat wasteful, since they are not needed by the disabled driver all the time.
