Mr. Brockway

asked the Secretary of State for the Colonies for what reasons the constitutional conference to establish the East Caribbean Federation has been postponed; what proposals have been made by the Government of Grenada and jointly by the Governments of Barbados, Antigua, Dominica, Montserrat, St. Kitts, St. Lucia and St. Vincent, respectively; and when it is expected to hold the conference.

The questions regarding the postponement of the Conference, its timing and the proposals made by West Indian Ministers in Barbados, were answered in the reply given on 2nd July to the hon. Member for Dundee, East (Mr. G. Thomson) and in replies given on 15th July to the hon. Member for Birmingham, Northfield (Mr. Donald Chapman). As regards Grenada, the only proposal which I have received, to which I agreed, is that there should be, without commitment, direct discussions between the Governments of Grenada and Trinidad and Tobago about a possible union of Grenada with Trinidad and Tobago.
