Mr. Kelley

asked the Minister of Housing and Local Government and Minister for Welsh Affairs how many local authorities in England and Wales make payments of financial loss allowance, under Section 112 of the Local Government Act 1948, to elected representatives serving as primary school managers or on boards of governors for carrying out their prescribed duties under the Education Act 1944; and how many local authorities do not make such payments.

Local authorities have no general power to pay financial loss allowance to their members in respect of duties as primary school managers or governors of schools or colleges. They can, however, pay such allowance where a member has been appointed to a body prescribed under Section 115(d) of the Local Government Act 1948. The governing bodies of all universities, university colleges and colleges of universities have been so prescribed, and also the boards of governors of five other colleges in England and Wales. No managing or governing bodies of schools have been prescribed. I am sending the hon. Member a copy of a circular setting out the practice on prescription of bodies.

No information is available about the number of local authorities making payments to members of the prescribed bodies.
