Mr. Dempsey

asked the Secretary of State for Scotland by what criteria he approves or rejects applications for the post of chief constable from serving senior officers of the force concerned; and if he will make a statement.

Chief constables are appointed by the police authority with the approval of the Secretary of State. In certain recent cases I have informed the police authority that I should not be prepared to approve the appointment of candidates who had no experience out with the local force. This practice was endorsed by the Royal Commission.
