asked the Minister of Housing and Local Government and Minister for Welsh Affairs whether he is aware that it is not in accordance with his plan for the area that offices should have been built on a large scale in the Barbican area of the City of London in advance of the building of dwellings; and what steps he is now taking to secure the building of dwellings there.

The present Barbican scheme was worked out jointly by the London County Council and the Common Council of the City of London. The latter are implementing the scheme. The office development in the Barbican was not conditional upon residential building taking place at the same time. I understand that the Common Council will soon be considering tenders relating to the residential area. I share the right hon. Member's desire that work should start as quickly as possible.
