asked the Chancellor of the Exchequer if he will give full details of the total aid granted to overseas countries on Government account during the past year, including the percentages allocated to Commonwealth Territories, foreign States and international institutions, respectively; what was the total allocated but unspent at the end of the year; how this figure is made up; what is the total of loans made available under Section 2 and Section 3 of the Export Guarantees Acts, 1949–62; and to which countries facilities were granted.

In 1962–63 the total of overseas aid from public funds, including military aid, amounted to £159 million according to the provisional figures so far available. Of this total £130 million (82 per cent.) was aid to Commonwealth countries and territories; £19 million (12 per cent.) was aid to foreign countries; and £10 million (6 per cent.) was multilateral aid, given through the medium of international institutions.

Figures are not readily available of the total amount of aid allocated but unspent at the end of the year, but I hope to write to the hon. Member about this.

The total of loans made available under the Export Guarantees Act, 1949, as amended, was £315 million up to 31st March, 1963. The countries to which loans were granted were:

Bolivia. Nigeria.
Ceylon. Pakistan.
Chile. Federation of Rhodesia and Nyasaland.
Cyprus.
Ghana.
India. Sierra Leone.
Iran. Sudan.
Iraq. Uganda.
Malaya. U.A.R. (Egypt).
Nepal. Yugoslavia.
