asked the First Secretary of State for what reason the elections to the Barotse National Council have been postponed from the published date of 24th July.

The Litunga of Barotseland arrived in London on Saturday, 13th July, for discussions with me about the future of Barotseland. I expect these talks will last for the remainder of this week. I understand that the Litunga takes the view that it would be undesirable for the elections to take place until some days after his return to Barotseland, and that these have accordingly been postponed to a date not later than 15th August.
