§ Mr. NobleThe counties of Caithness, Sutherland and Zetland have not found it necessary in addition to discharging such duties as registering adoption societies and supervising children placed for adoption in their area to exercise their discretionary power themselves to make arrangements for the adoption of children. I am informed that they are ready to do so if the need arises.
