§ Mr. SmithersI know of no United Nations scheme for providing food and seed in Katanga. Unemployment is regarded by the United Nations as the responsibility of the Central and Provincial Governments, to whom, however, United Nations advice is always available.
As regards law and order, the United Nations recently instituted mobile patrols on the main roads. A decision has also been taken to arm Elisabethville police taking part in mixed patrols at night.
