§ Mr. HeathThe Foreign Office would like to second selected officers to such short university courses on economic and business subjects as are of value for the purposes of the Foreign Service. Shortage of manpower is, however, a difficulty at present. Selected Foreign Service officers already attend the Administrative Staff College.
