§ Mr. Stonehouseasked the Lord Privy Seal if Her Majesty's Government proposes to joint the European Investment Bank; and what study he had made of the obligations, duties and restrictions this would impose on the United Kingdom.
§ Mr. HeathThe European Investment Bank is part of the structure of the European Economic Community and, if we joined the Community, we should join the Bank, also. The rights and obligations are defined in the relevant protocol to the Treaty of Rome. Adjustments to this protocol to take account of British membership remain to be negotiated.
