§ Mr. Stonehouseasked the Lord Privy Seal if, in the course of the negotiations in Brussels, he has made proposals to the Six to improve the accountability of the Commission both to the Council of Ministers and to the European Parliament; and if he is satisfied that the present position of the Commission 30W in this respect is acceptable to Her Majesty's Government.
§ Mr. HeathThis matter is not being raised in the negotiations. The relationship between the Council of Ministers, the Commission and the Assembly will no doubt evolve with the passage of time and, if we joined the Community, we should play our full part in that process.
