asked Her Majesty's Government:

Whether the Bill instructing local authorities in future to place all plumbing pipes inside buildings applies to Scotland or not, and if not, why it should not.

THE MINISTER OF STATE, SCOTTISH OFFICE (LORD CRAIGTON)

Draft Building Standards Regulations for Scotland, made and published under the Building (Scotland) Act, 1959, contain a provision requiring soil, waste and ventilating pipes in houses to be kept within the outer walls. Comments on the regulations by interested parties have been received and are under consideration by my right honourable friend, the Secretary of State.
