Teelingasked the Prime Minister whether, in view of the growing importance of contacts with the Commonwealth after the breakdown of the Common Market talks, he will consider releasing the Secretary of State for Commonwealth Relations from the extra burdens of dealing with colonial matters, and re-appoint a separate Colonial Secretary to look after unemployment in Malta and other colonial problems, until these Colonies become separate Commonwealth countries.
