§ 56. Mr. Wolrige-Gordonasked the Secretary of State for Scotland whether a farmer receives a hill cow subsidy when he has taken the animal off the hill due to the recent hard weather.
§ Mr. NobleI have a certain discretion to deal with such circumstances. Although the Hill Cattle (Scotland) Scheme, 1957, only allows the off-wintering of cows from "hill farming land", the removal of animals from other eligible land as an emergency measure would not prevent payment of subsidy. I should, of course, have to be satisfied that the period during which the cows were not on eligible land was no longer than was necessary.
