§ Mr. BrookeOne of the main purposes of the Metropolitan police is to protect citizens and their property, and the Commissioner of Police is most actively concerned with this. Crime prevention measures have been much extended in recent years, and the most effective use of police manpower is constantly under review. Civilians are being employed in increasing numbers to release police officers for other duties.
