§ Mr. R. A. ButlerIt will be for Her Majesty's Government to bring about by legislative action any constitutional changes in Central Africa that may be decided. They have said, however, that, before changes are made further discussion is necessary with the Governments concerned. I cannot at present forecast when any particular change might be completed.
