Mr. Liptonasked the Secretary of State for the Home Department if he will amend the law under which it is possible for a witness, at the risk of a comparatively small monetary penalty, to disappear during the period between the committal of prisoner from a magistrates' court and his trial at assizes and thus to obstruct the machinery of justice.
