§ Mr. Swinglerasked the Minister of Health under what conditions he permits medical experiments to be carried out 187W in hospitals under the National Health Service; and to what extent such experiments have been carried out on patients without their specific consent.
§ Mr. PowellGuidance on this subject was given to hospital authorities and their medical staffs in a letter of 2nd January, 1959, of which I am sending the hon. Members a copy. I have no reason to suppose that this guidance is not generally observed.
