Mr. Lipton

asked the Minister of Health, in view of the fact that experiments are performed on patients in hospitals without their knowledge or consent, if he will set up a committee of inquiry into the extent of this practice.

Mr. Swingler

asked the Minister of Health under what conditions he permits medical experiments to be carried out in hospitals under the National Health Service; and to what extent such experiments have been carried out on patients without their specific consent.

Mr. Powell

Guidance on this subject was given to hospital authorities and their medical staffs in a letter of 2nd January, 1959, of which I am sending the hon. Members a copy. I have no reason to suppose that this guidance is not generally observed.
