§ Mr. ProfumoIn the last ten years there have been three exercises involving two or more divisions and the use of tactical nuclear as well as conventional weapons. These were all in Germany. Exercises involving only one division have been more numerous.
It is our normal practice in exercises of this type, as in Exercise Ethandown, for the umpires to assess casualties in relation to the weapons assumed to have been used.
