asked the Secretary of State for the Colonies what progress is being made in Kenya with the acquisition of farmland which Europeans have offered for the settlement of more Africans to farm on their own account; and if he will now announce the reconstitution of the Land Settlement Board with an independent chairman so as to give both Europeans and Africans confidence in the determination of Her Majesty's Government that the programme of land settlement will be carried forward on terms fair to all concerned.

By the middle of November nearly 300,000 acres had been purchased for the land settlement schemes. I hope to be able to make an announcement very shortly about the appointment of a chairman of the Central Land Board the other members of which comprise one representative from each of the regions and one from the Central Government. The Central Land Board will be established by the new Constitution. Pending its introduction, however, it is intended to establish the Board on an interim basis so as to avoid delay.
