asked the President of the Board of Trade if he is satisfied that Hong Kong certificates of origin are satisfactory for acceptance as clear evidence of local manufacture; and if he will make a statement.

Mr. Green

Certificates of origin normally constitute acceptable evidence that goods have been manufactured in Hong Kong and that the costs of manufacture contain the prescribed proportion of Commonwealth expenditure. The certificates have to be endorsed by public accountants approved by the Hong Kong Government and counter-signed by the Department of Commerce and Industry in Hong Kong. In addition, the Commissioners of Customs and Excise may require further supporting evidence if they have doubts in any particular case. My right hon. Friend is satisfied that these arrangements provide an effective safeguard against the possibility that goods manufactured outside Hong Kong might be passed off as goods of Hong Kong origin.
