Robertsonasked the Secretary of State for Scotland what will be the financial effect of the proposal to alter the method of calculating the distribution of the equalisation grant, by substituting the product of a penny rate for rateable value in relation to the amount of grant to be given to each local authority in Scotland.
§ Mr. NobleBy making allowance for properties on the valuation roll which are not productive of rates, the proposed change will eliminate anomalies in the distribution of grant which have hitherto arisen from taking the valuation of such properties into account.
