asked the Minister of Transport what proposals he has for making the wearing of crash helmets for motor cyclists compulsory.

My right hon. Friend does not propose for the time being to use the powers given to him in Section 41 of the Road Traffic Act, 1962, to make Regulations compelling motor cyclists to wear crash helmets. As he said in the debate on this matter in July he is going to try by further propaganda to persuade motor cyclists to wear crash helmets, before he considers compelling them to do so.
