asked the Lord Privy Seal whether he will make a statement on the result of the negotiations between the acting Secretary General of the United Nations and the Government of Cuba on 30th and 31st October.

Mr. Heath

President Kennedy announced on 2nd November that United States aerial reconnaissance had shown that dismantling of the Soviet missile sites in Cuba had begun. The United States Government has decided, however, that aerial surveillance and the quarantine on shipping must continue until some satisfactory means of international verification has been developed.

U Thant stated on his return from Havana that he had had fruitful discussions, but in a statement on 1st November, Dr. Castro maintained his refusal to admit United Nations observers.
