Hendersonasked the Lord Privy Seal whether he will instruct his representative at the United Nations to propose the establishment of a United Nations Refugee Organisation to provide and supervise the provision of food and other assistance to the victims of the food famine in the Republic of China, and to those seeking to enter Hong Kong.
§ Mr. P. ThomasThe provision of food and other assistance to the people of China presupposes a desire on the part of the Government of the People's Republic of China to accept such assistance. We have no indication that they seek it. On the contrary their attitude so far gives the strongest indications that any such offers would be spurned. If they changed their attitude I have no doubt that many Governments, including our own, would willingly do all they could to help.
