The purpose of this Review is to examine the general carrying out of the Agreement, and not to negotiate quotas for 1963, which will be the subject of separate discussions with the Soviet Trade Delegation in London later this year. I cannot accept that there should be equal quotas in each direction for particular classes of goods. The desire of the British pottery industry to export to Soviet Russia will, as always in the past, be kept in mind.
