§ Mr. MaudlingI have received a copy of the Memorandum to which the hon. Member refers. As I said in reply to the hon. Member for Eton and Slough (Mr. Brockway) on 22nd February, public discussion in Swaziland of the issues involved in the new Constitution is still continuing.
