Mr. T. Brown

asked the Secretary of State for the Home Department in view of the brief and strenuous period of training given in the detention centres, if he will take steps to ensure that nobody is exposed to such exertions before a court has received proper reports that he is both fit and suitable for such training.

Normally healthy young offenders find little difficulty in standing up to the detention centre régime; courts have been informed of the physical and mental demands which it makes, and there have been few boys who proved physically or mentally unsuitable for it. In such cases wardens have been able to arrange a special modification of training.
