ButlerI welcome the report and share the Committee's appreciation of the part that the probation service has to play in the penal system. 59W The Committee's recommendations, some of which could be implemented only by legislation, will, however, require careful study before I can announce conclusions on them. As regards the increases of salary recommended by the Committee, I would refer the hon. Member to the reply which I gave on 16th March to my hon. Friend the Member for Bridgwater (Sir G. Wills).
