asked Her Majesty's Government:

Whether Barbados or any of the Windward or Leeward Islands are "Treasury controlled" and, if so, whether they will give a list of those in this position.

Only the Virgin Islands are "Treasury controlled", because it is only to the Virgin Islands that grants in aid of administration are made direct by Her Majesty's Government.

However, under the provisions of the British Caribbean Federation Act, 1956, grants in aid of the Administration can be made to the Governments of the individual territories of the Federation of the West Indies; they would be issued out of grants made by Her Majesty's Government to the Federal Government for the purpose. Control over the budgets of such grant-aided territories in the West Indies is exercised by the Federal Government and not by her Majesty's Government.

The Federal Government provided such aid last year for Antigua, Montserrat, Dominica, Grenada, St. Kitts, St. Lucia and St. Vincent. No grant in aid was made to Barbados.
