§ Mr. WoodhouseOperators may fit rearward facing seats, but there is insufficient evidence to justify making rearward facing seats mandatory on United Kingdom registered aircraft. A proposal for agreement on rearward facing seats was last raised by the United Kingdom with the International Civil Aviation Organisation in 1956. It was then rejected by a large majority and there has been no indication of a change of international opinion since.
