asked the Lord Privy Seal what factors he takes into account when deciding the establishment of labour attaches in particular countries; and whether there are consultations with the Ministry of Labour on these matters.

I have been asked to reply. Labour attaches are sent to those countries where the volume and complexity of labour affairs requires that an expert be appointed to the Mission to deal with these matters, and where there is scope for such an expert to perform useful work and to establish useful contacts with those concerned. There are close consultations between my Department and the Foreign Office or Commonwealth Relations Office in reaching decisions on these appointments.
