asked the President of the Board of Trade whether, in view of the fact that the annual import of toys from the Soviet bloc amounts to nearly £750,000, he will take steps to increase the annual export quota of toys from Great Britain to the Soviet bloc.

Imports of toys in 1961 from the Sovietbloc countries amounted to £342,000. Our objectives in negotiating trade arrangements with these countries is to achieve the maximum overall trade rather than to strike a particular balance in the import and export quotas for individual commodities. I shall, of course, continue to bear in mind the desire of the toy industry for increased export quotas.
