§ 51. Mr. W. Rossasked the Secretary of State for Scotland if he will estimate the aggregate loss of rates for Scottish local authorities as a result of his decision to postpone for four years the full re-rating of industry; and what steps he proposes to take to recoup local authorities for this loss.
§ Mr. NobleRe-rating of industry would not increase the rate incomes of local authorities, but would enable them to reduce rate poundages. If full re-rating had been in operation in 1961–62, Scottish industry's rate burden would have been increased by something approaching £10 million.
