This increase in strength is primarily due to the civilianisatiom of posts pre- vision and operation of lifts; and when it is expected that these will be provided.

There are 39 blocks of flats in the Maalla Mile of which eight have no lift shafts. As regards the rest we have offered inducements to the landlords to install lifts as soon as possible. In four blocks the lifts are already working. In a further fifteen installation is in hand. The landlords of the remaining twelve are still in negotiation with the contractors. I cannot forecast when this work will be completed as the local capacity for the installation and maintenance of lifts is limited.
