asked the Lord Privy Seal what are the problems, apart from that of cost, which would arise from appointing Members of Parliament as observers of the United Nations Organisation General Assembly.

Mr. Heath

The main problem would be one of cost; the cost would be heavy if any substantial number of hon. Members were to benefit from such an arrangement.
