60. Mr. Biggs-Davison

asked the Lord Privy Seal whether, having regard to the recruitment of mercenaries to fly central Congolese aircraft and the atrocities committed in parts of Katanga whence the gendarmerie was forced to withdraw by United Nations and central Congolese forces, Her Majesty's Government will urgently press the United Nations Security Council to remove any hindrance to the enlistment by the Katanga Government of such foreign advisers as it may need to strengthen its security forces and to facilitate their movement and operations for the preservation of law and order throughout Katanga.

No. Mr. Tshombe himself has said that he is getting rid of all foreign officers in his gendarmerie since he has no need of such persons.
