asked the Minister of Transport whether he will consider reviewing the qualifications for holders of farmers' goods vehicle licences to enable them to include nurserymen and flower growers.

No. The Vehicles (Excise) Act, 1949, provides that persons engaged in agriculture are entitled to vehicle licences at concession rates. Although market gardeners growing fruit and vegetables are regarded as being in the category of persons so engaged, we are not satisfied that any alteration is justified in the long-established arrangement under which nurserymen and flower growers do not qualify for this concession.
