asked the Prime Minister if he will recommend the appointment of a Royal Commission to consider the changing pattern of population in different regions of the country and to make recommendations designed to halt the constant drift to the South.

I have been asked to reply.

While this is obviously a matter of the first importance and is under constant review by the Government, my right hon. Friend does not think that the appointment of a Royal Commission would be appropriate.
