asked the First Secretary of State what consideration is now being given to assisting economic development in Nyasaland; what proportion of available labour migrate periodically to other territories; and what estimate he has made of future labour migration of this nature.

As already announced, Her Majesty's Government are making available, in addition to £3.5 million in grants and £1.1 million in Exchequer Loans already allocated under the current C.D. and W. Act, a further £1 million in grants and up to £1.9 million in Exchequer loans in the period up to 31st March, 1964, towards the costs of the Nyasaland Government's Development Plan for 1962–65.

As regards the remainder of the question, it is estimated that approximately 9 per cent. of the active adult male population emigrates annually.

Future migration will be largely dependent upon the employment situation and policies in employing territories and cannot therefore be estimated.
