asked the Civil Lord of the Admiralty why the 3,000-ton auxiliary fleet tanker "Green Ranger" was towed, in winter conditions, from Plymouth to Cardiff when it could have been repaired in Plymouth.

Repair work on Royal Fleet Auxiliaries which we cannot undertake ourselves is normally awarded to firms as a result of competitive tendering. Eighteen firms, including one in Plymouth, were invited to tender for the refit of this ship, and the contract which included the cost of towing was awarded to the firm which submitted the lowest tender.
