asked the First Secretary of State why Nyasa-born Africans now resident in Northern Rhodesia have been refused the right to register for a vote in the Northern Rhodesian elections unless they take out Federal citizenship.

Because it is a general qualification for all voters that they must be either citizens of the United Kingdom and Colonies, or Federal citizens, or British Protected Persons by virtue of connection with Northern Rhodesia.
